Decision:

To award a contract to Ricardo-AEA Limited for the above feasibility studies following a competitive procurement process. The contract term is 6 months and one 6-month extension is available. The total contract value is £164,914 (ex VAT).

This is following the decision to accept the Department Levelling Up Housing and Communities (DLUHC) Devolution Deal Net Zero Fund which was taken by Executive on 12 December 2023.

Reasons for the decision:

A £7million competitive funding programme was announced by the York and North Yorkshire Local Enterprise Partnership (LEP) on 03.01.23 with a bid submission date of 06.02.23.

The fund was subject to the proposed Mayoral Combined Authority being created in and originates from DLUHC.

The purpose of the York and North Yorkshire Net Zero Fund is to enable the development and delivery of net zero projects, aligned with York and North Yorkshire’s Routemap to Carbon Negative, that provide wider community benefit. It included £1m of revenue funding and £6m of capital funding. The revenue funding is to support the development of net zero
projects and the capital funding will enable the delivery of net zero projects.

Decarbonisation of AWRP and Seamer Carr Green Energy Park feasibility studies were successful at securing revenue support funding.

Alternative options considered:

The Council does not have the expertise in-house to undertake the studies.

The successful supplier was the first ranked supplier following a competitive procurement process and represented the most economically advantageous tender.
