Decision:

To vary the former North Yorkshire County Council online forms platform contract with Granicus Firmstep from 1 April 2024 until its expiry on 31 March 2025 to include the services required from the contracts of the former district and borough councils of Scarborough, Harrogate and Hambleton (also with Granicus Firmstep) that were expiring on 31 March 2024. Continuing with separate agreements from 1 April 2024 would have represented a contract disaggregation risk. There would then be one consolidated North Yorkshire Council contract.

The Original NYCC contract included a specific provision to permit the variation of the contract to include the services that were previously provided to the district and borough councils.

Reasons for the decision:

The legacy districts agreements were expiring but the services were still required so all services were consolidated into one contract and the contract needs to be updated to reflect this.

Maintaining separate contracts for the legacy authorities is time consuming, represents a contract disaggregation risk, and costly in staff time.

Alternative options considered:

- Additional options not considered due to timescales required to replace existing instances of customer-facing processes.
- Time/cost associated with implementing new system would be prohibitive.
