An open procurement exercise was carried out.
One bid was received from Thomas Armstrong, no other bids received.
Due to tight window of working for environmental conditions, start
date is 12 July for 10 weeks of work. No time to retender for a
lower cost. The wall may not survive another winter, even with the
temporary repair already carried out.
Retender and potentially lose the window for
working this year or alternatively wait and hope the wall does not
move any further until next Summer. Monitoring would take place
too, in which case further movement may result in long term
temporary lights being installed or even a closure depending on
movement
