Sub-delegation of Corporate Director of Environment powers – amendment of Scheme of Sub-delegation

Decision Maker: Corporate Director of Environment

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

To review and update the approved Corporate Director of Environment’s Scheme of Sub-delegation as shown in Appendices 1 and 2.

Reasons for the decision:

The Officers’ Delegation Scheme and the Constitution procedure rules set out various general and specific executive and non-executive delegations to Chief Officers. The Officers’ Delegation Scheme also permits sub-delegation to other officers within their directorate by Chief Officers (except where expressly excluded).
A scheme of sub-delegation from the Corporate Director of Environment to Assistant Directors and other senior officers has been in place from 1 April 2023 to sit alongside the Constitution. The opportunity has been taken to review the scheme of sub-delegation as a matter of good governance.
A clear scheme of delegation, kept under review, is essential for the good governance of the authority and to enable transparent, accountable and lawful decision-making.

Alternative options considered:

There is no practical alternative. It would not be practical to not make any sub-delegations to other officers.
The sub-delegation scheme is required to be kept under periodic review and updated as required to ensure it is consistent with current arrangements and practice.
