Decision:

Award of the contract for Sun Gill Bridge – Structure Replacement Works to Thomas Armstrong (Construction) Limited for £69,900.


Reasons for the decision:

Tender to carry out planned capital works to Sun Gill Bridge and carry out NYC statutory duty to maintain its Highway structures under Highways Act 1980, the bridge needs to be replaced by a pipe culvert to ensure it is fit for purpose.

A routine general inspection was completed on the bridge on 19 June 2023 and it was noted that the existing arch is distressed and had potential to deteriorate. Defects listed as below with the proposed repairs:
• Dropped stones within the arch.
• Differential movement in the downstream elevation because of deep scour.

Note - Due to the restricted height within the structure, installation of a concrete invert and scour protection would not be able to be achieved safely

Alternative options considered:

NYC has a statutory duty to maintain its Highway structures under the Highways Act 1980. The alternative is to leave the bridge in its existing condition, but this option was dismissed to stop further deterioration of the structure whilst also preventing a larger cost for works in the future.
