Purpose of Report:
To provide all the details so the decision maker can make an informed decision on this procurement and project to consolidate eight current systems into one.

Decision required:
Procurement of consolidated System for Planning and Building Control

To procure one System for Planning and Building Control to be used consistently across all locality areas within North Yorkshire Council.

The planning service currently operate on the previous locality-based systems which can only be accessed by staff within that locality, this means the service are unable to share workload between locality areas creating an uneven distribution of work and difficulty in sharing resources to cover the workload when required. It has therefore become essential that the multiple on-prem systems Planning system (including document management solution) and business processes are harmonised to enable effective service operations. This justifies the reason of procurement.

Do Nothing, i.e. roll existing contracts forward.
- Option discounted because it does not fit NYC ambitions and Planning cannot operate as one team with existing multi-system set up. This will also bring additional system management and admin work for Technology.
