The implementation of Targeted Mainstream
Provisions is one aspect of the Council’s SEND Capital
Investment Programme. The implementation will have a positive
impact upon the identified gap between mainstream and special
school provision and provide families with an additional local
provision option. This will enable the LA to better meet needs
across the continuum of SEND provision and the county.
This matter was taken to Executive Member under Executive Members
Delegation Scheme, paragraph 13 where “After consultation
with the relevant Chief Officer to determine any Executive matter
which is of such urgency that it is not practicable to refer it to
the Executive for determination”. Due to the decision making
timescale for this prescribed alteration, it would be unable to
wait for Executive, and will be returning to Executive for final
