Purpose:

To seek approval to apply to sign up to the Environment Agency Property Flood Resilience 2024 Framework to deliver Property Flood Resilience to the residents across North Yorkshire in accordance with the Construction Industry Research and Information Association (CIRIA) code of practice, at an estimated £5m over four years.

Decision:

Approval granted to procure a contract with the Environment Agency Property Flood Resilience 2024 Framework to residents and some commercial properties of North Yorkshire from October 2024, ensuring the installation complies with standards 3 to 5 of the CIRIA code of practice to the value of £5m.

Reasons for the decision:

Property Flood Resilience is offered to all eligible residents who meet the criteria, the identified properties have either flooded or been identified as high risk of flooding within the Environment Agency guidelines and the scheme will improve living conditions for those flooding has affected. The implementation of PFR (Property Flood Resilience) will offer peace of mind to residents that in adverse weather conditions their properties and themselves are protected,

Alternative options considered:

We are not aware of any other framework that complies with the CIRIA Code of Practice nor offers Property Flood Resilience to ensure what we deliver to the residents of North Yorkshire is secure, meets the needs of the resident and provides piece of mind any failing following installation will be rectified within a timely manner.
