Decision:

To directly award the contract to EON Energy for a period of 7 Months to ensure the delivery and installation of the green homes grant scheme to support low-income households and people at risk of fuel poverty across North Yorkshire.

This decision is subject to receipt of the green homes grant, and Executive Member approval of the terms and conditions of the grant.

Reasons for the decision:

Due to tight timescales and the complex nature of the funding process there is insufficient time to carry out a competitive procurement procedure.

EON are currently providing support for the green home grants scheme for a number of local authorities across the country. EON have confirmed they can provide a full turnkey solution for NYCC’s requirement including all initial bid support, programme management and works/installations.


Alternative options considered:

Consideration was given to calling off under the Fusion 21 Framework to directly award the contract to EON, however the Framework does not provide a legal way to procure for the contract which has been suggested. Further to this there is a 2% Framework fee (approx. £40K). As a result the council will achieve best value by directly awarding to EON outside the Framework.
