Decision Maker: Corporate Director Children and Young People's Services

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: No

Decision:

That Option 2 be implemented as a revised service model for the early years service

Reasons for the decision:

PLEASE NOTE This decision was originally published on or near the date of the decision and so call in no longer applies. It has been re-published as part of the change in committee management system that we use.

The changes – introduction of national funding formula for Early Years and the introduction of 30 hours funded entitlement - announced by the DfE means there has been a reduction to the Dedicated Schools grant (DSG) to support Early Years provision with effect from April 2017 and the service needed to adapt to manage this reduction. This review also considered wider allocations from additional DSG blocks (Early Years, High Needs and Schools) being used to fund Early Years services. Overall, the purpose of the review was to redesign an Early Years’ Service which meets statutory service requirements and addresses a reduction in funding of c £850K.

Alternative options considered:

Option 1 structure was consulted upon however Option 2 was the preferred option following staff consultation.
