Direct award the contract to project manage
the delivery of this project to The CDS Group plc
This was a legacy project prior to LGR and CDS
Group plc had been employed by the former Harrogate Borough Council
to manage it on their behalf. This continued when the new unitary
authority came into existence. CDS Group had carried all stages
from RIBA Stage 1 to 3. For consistency/continuity purposes, it
made good business sense for the Council to retain CDS
Group’s services to oversee the remaining stages of this
project to completion, post planning approval stage.
If a decision was made to carry out a competitive open tender
process for the remaining stages of this project, it would lead to
significant delays and there would be real risk of the existing
cemetery site reaching full capacity before the extended cemetery
became available. Such a scenario would be highly damaging to the
Council’s reputation.
Therefore, for the reasons above NYC awarded the contract directly
to CDS Group plc via a framework agreement with Bloom Procurement
Services.
