The Corporate Director of Resources, in
consultation with the Corporate Director of Community Development,
and Assistant Chief Executive Legal and Democratic Services, has
provided the necessary authority for the Council to enter into the
construction contract, including any associated project manager and
supervisor appointments, to carry out the Whitby Maritime Hub
Project
On 21 January 2025 the Executive:
i. provided authority to enter into the construction contract,
including any associated project manager and supervisor
appointments, to carry out the Whitby Maritime Hub Project on the
terms principally contained in the Executive report; and
ii. delegated authority to the Corporate Director of Resources, in
consultation with the Corporate Director of Community Development,
and Assistant Chief Executive Legal and Democratic Services, to
agree the final terms of the contracts, within the established
budget.
iii. subsequently there have been on-going discussions to establish
tenancies for the Hub. Progress has been made and further
opportunities will continue to be pursued. In the meantime,
however, there is a further risk of price uplift on the
construction contract so, on balance, the view is that the Council
shall enter into contact for construction of the Hub.
The decision has been delegated to the
Corporate Director of Resources, who has provided the necessary
approval. The other options are:
i. to not proceed with the scheme, which has been rejected or
ii. delay and potentially incur additional construction
costs
