Decision:

To authorise the acceptance of the Public Sector Decarbonisation Scheme Phase 4 grant, following confirmation that NYC’s application has been successful.

This funding stream is being made available by the Government to provide public sector bodies with access to funding to support heat decarbonisation schemes in their properties.

Reasons for the decision:

Following successful confirmation of NYC’s grant application to the to the Public Sector Decarbonisation Scheme Phase 4 a decision has been made to accept the grant of £536 928, to support the delivery of carbon reduction measures at Nidderdale Leisure Centre. The work will be undertaken between the date of acceptance of the offer and the 31st March 2028 in line with the grant T&Cs.

Applicants are expected to contribute to the costs of the project what would have been spent on a like for like replacement of a gas/oil boiler, therefore the council’s contribution is expected to be £103,755 from the Property service budget.

The application to submit an application for the Public Sector Decarbonisation Fund Phase 4 was a Key Decision and entered on the Forward Plan in June 2024, with a Decision made to submit the application on the 31st October 2024.

The Report around acceptance of the grant was circulated as soon as possible after the grant offer letter was received with a request made and agreed in relation to call in exception as the grant funding offer letter needs to be signed within 10 business days from the date of the letter (7th March 2025) or the grant funding will expire.
