Decision:

To award a contract to Planon Ltd for a Housing Asset Management System via a call-off from CCS framework RM1557.14.

The contract is for a period of 29 months commencing on 1 March 2025. One optional 6-month extension is available.

The total contract value is £400,000.

Reasons for the decision:

Harmonisation of IT Systems for asset management of Council Homes. The procured solution meets requirements for an asset management system. Existing contract in place with the supplier (inherited from former Harrogate Borough Council) expired in February 2025. This new contract will extend the number of licenses to include asset management in Selby and Richmondshire for service harmonisation. The contract will run up until July 2027, in line with the end date of the other main Housing system contracts. This will enable the service to review their future requirements for Housing systems across the organisation.

Alternative options considered:

In-house was considered and rejected for technical, cost, and strategic reasons. Use of all current contracted Housing system providers to meet the requirements of the Housing service was considered during the options appraisal process. As this is a service convergence project for a short-term solution, use of an existing system to ensure continuity was preferred. A full review of the services requirements ahead of a future procurement is necessary ahead of the contract end date, July 2027.
