Purpose:

To procure and then award a contract for a Microsoft Licence Solution Provider for a contract term of 36 months with an optional extension of 6 further months.

To procure and then award a contract for a Microsoft Licence Solution Provider for a contract term of 36 months with an optional extension of 6 further months.

Reasons for the decision:

Due to UK legislation NYC (and other UK local governments) can not purchase Microsoft Licenses directly from Microsoft, but must buy them through authorised License Server Providers. Crown Commercial Services(CCS) create a framework based upon a memorandum of understanding (MOU) with Microsoft on behalf of the UK public sector, establishing favourable discounts (currently agreement is the Strategic Partnership Agreement 2024) across a range of Microsoft Licenses, Products and Services, on which LSP’s are limited to charging a 3% fee.

The decision is for procurement to run a further competition against the CCS framework, with the aim of further reducing the 3% cap, based upon the size of the NYC’s Microsoft license requirements.
