Purpose:

To seek approval to make procedural changes as a result of the introduction of one Uniform and in accordance with the adopted Statement of Community Involvement.

Decision:

i) To replace direct Neighbour Notification with the use of site notices (and press notice as required) in those legacy areas where it remains

ii) To make changes to representor notification as set out in section 4 of the report

Note: At the meeting it was advised that a revision was being proposed to Section 4 of the report (para 4.2) to the effect that respondents would receive and automatic response if they responded via public access or via email.

Reasons for the decision:

To align and standardise our planning application processing to ensure the effective implementation of One Uniform and provide the same level of service across the Council area.

Alternative options considered:

Retain Neighbour Notification in some locations – This option is not supported as it would retain the existing disparate processes carried out and would not offer a consistent service to the public.

Carry out Neighbour Notification in all locations – This option is not supported as it would increase costs due to the time required to identify, produce and distribute letters, and other methods of public engagement are already successfully utilised in several of our legacy areas. There is no legal requirement to undertake direct Neighbour Notification.

Not to make the changes to representor notification – This option is not supported as it would retain the existing disparate processes and would not offer consistency to the public.
