Purpose:

To seek approval to award a combined contract for the demobilisation of Foregill Bridge, Arkengarthdale and other nearby retaining wall schemes (Skelton South, Side Bank Wood, Clapgate, Roebeck, Thornton Gill, Mirk Fell, Keld Heads Flue and West Stonesdale) using an NEC 4 ECC Option E contract through the CECF 2021 Lot 3 for the works provided

Decision:

To award a combined contract for the Foregill Bridge demobilisation and other close by bridge and retaining wall schemes (Skelton South, Side Bank Wood, Clapgate, Roebeck, Thornton Gill, Mirk Fell, Keld Heads Flue and West Stonesdale).

Reasons for the decision:

Completion works at Foregill Bridge including reinstatement of surrounding field and removal of the temporary bypass are to be carried out. Other similar schemes in the locality can be delivered by the same contractor with less commercial risk to NYC, using materials left over from the removal of the temporary road, including concrete blocks and imported sub-base and capping from the Foregill Bridge scheme. This enables local schemes in the Yorkshire Dales to be delivered sustainably while minimising commercial risk and providing better value for money.

Alternative options considered:

Procuring each local scheme individually would lead to unnecessary remobilisation costs, and extended timescales and therefore increased costs, whereas continuing using the existing framework contractor offers clear value for money and continuity.
