Purpose:

Consideration and acceptance of the proposed delegation of certain transport functions by York and North Yorkshire Combined Authority to North Yorkshire Council, by the Chief Executive Officer under his delegated power in paragraph 5.7 of the Officers’ Delegation Scheme.

Subject to any comments Members may have, to accept the proposed delegation of certain transport functions by York and North Yorkshire Combined Authority to North Yorkshire Council, by the Chief Executive Officer under his delegated power in paragraph 5.7 of the Officers’ Delegation Scheme.

Decision:

Following the resolution of the recommendations made at the Executive Meeting on 31 March 2026, to accept:

• the delegation of powers from the York and North Yorkshire Combined Authority (YNYCA) relating to Local Transport as proposed by YNYCA on 27 March 2026, to operate from 27 March 2026 until 31 March 2027;
• the allocation of the capital and revenue funding from the YNYCA for 2026/2027

This decision was taken under the Chief Executive Officer’s delegated powers in paragraph 5.7 of the Officers’ Delegation Scheme due to the timing of the YNYCA’s decision regarding a future delegation to NYC on the expiry of the current delegation.

NB - This decision has been taken under the Chief Executive Officer’s delegated powers in paragraph 5.7 of the Officers’ Delegation Scheme.

Reasons for the decision:

To allow the continuation of local bus services and associated functions across North Yorkshire without disruption or inconvenience to the travelling public for a further period of 12 months to 31 March 2027.

There is budget in place to continue to provide this service. Bus Grant funding will be provided by the YNYCA to deliver the schemes set out in their Bus Grant Delivery Plan and no match funding from the Council is required. The Combined Authority have yet to confirm grant funding to NYC for 2026/27.

Alternative options considered:

There are no practical alternatives within current timescales. Extending the current delegation of Transport Functions will allow officers to carry out local bus activities on a business as usual basis while a detailed review is undertaken and longer-term recommendation made.
