That the following priorities for capital investment, associated
with delivery of the “No Wrong Door” initiative, be
recommended to the Executive for approval:
1. conversion of Fisher Lodge, Harrogate into two self contained
independence trainer flats with additional space for specialist
staff (Option 1)
2. the improvement/adaptation of facilities at Forest Lane
(Starbeck) and Stepney Road (Scarborough) to provide suitable hub
facilities

On 8 April 2014 the Executive agreed to carry forward £720K
(ringfenced for the maintaining of the fabric of Children’s
Social Care premises but not allocated for particular projects)
pending a service review which was subsequently undertaken in
October 2014. A new integrated model of care placements and
outreach for complex adolescents has now been introduced, known
locally as the North Yorkshire “No Wrong Door”
initiative. This initiative as enabled the closure of Woodleigh
children’s home with services now to be concentrated on two
hubs in Harrogate and Scarborough.
It is therefore proposed that the funding previously intended for
Children’s Social Care provision be utilised to address the
capital priorities which support the delivery of this DfE
Innovation project, and recommendations be put to The Executive at
their meeting on 7 July 2015 for approval. That decision will be a
key decision as these proposals do not currently form part of the
Children and Young People’s Service Capital Programme 2015/16
approved by The Executive on 28 April 2015.
Option 2: disposal of Fisher Lodge, Harrogate with capital receipt
being used to purchase a property for conversion into two self
contained flats.
