That the transition of current Short Break and Contract Carers to
the updated County Council Fostering Framework, as approved by The
Executive in December 2015, be implemented with effect from 24
March 2016 with any necessary bespoke arrangements in relation to
Contract Carers as outlined in section 4.4 of the report.

The Council’s Fostering Framework, updated to include Short
Break and Contract Carers, was approved by The Executive on 8
December 2015 and implemented for recruitment purposes from 1
January 2016. In order to make the best transitional arrangements
for current Short Break and Contract Carers to transition from
legacy arrangements, a consultation exercise was undertaken with
these carers. Feedback was positive with carers welcoming the new
streamlined arrangements as set out in the Revised Framework
An alternative implementation date of 1 April 2016 was considered
and rejected.
