• To proceed with the following schemes
through the Active Travel Fund (ACT) as a result of the public
consultation exercise:
– Guisborough Road, Whitby
– A59 (Maple Close, Harrogate to Knaresborough)
– Victoria Avenue, Harrogate
• Reallocate the remaining £59,400 of capital funding to
investigate and deliver an extended Whitby scheme along Mayfield
Road (any monies remaining after which expenditure will cover any
overspend)
• Draft a brief for an Oatlands Constituency feasibility study
funded from remaining ATF budgets as set out earlier in this report
subject to agreement with the Department for Transport
There are three strong schemes with majority
support. Removing the scheme elements from Oatlands Drive, which
received majority opposition, leaves us with a scheme that no
longer meets the funding criteria for the Active Travel Fund. Given
the volume of suggestions to extend the Whitby scheme to deliver a
more cohesive route that better links with the town centre/other
cycle ways and education/employment facilities it makes sense to
investigate if it can be delivered within the remaining
budgets.
Progression of three schemes as drafted and
part delivering the Oatlands Scheme, taking some elements of the
Oatlands Drive scheme that had overwhelming support namely; a
reduction of speed from 30mph to 20mph from Hookstone Road to York
Place and parking restrictions from Slingsby Walk to York Place.
This was rejected as delivering these items in isolation would
displace existing problems and also limit opportunities to deliver
a wider package of improvements in the future.
