Carbon Reduction Pump Priming Fund – decision making

Decision Maker: Chief Executive Officer

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Decision:

The scheme for approval of expenditure from the carbon reduction pump priming fund is:
• Approval on individual schemes will be made by the Assistant Director Policy Partnerships and Communities (on behalf of the Chief Executive) in consultation with the Lead Executive Member for Carbon Reduction and the Executive Member for Finances
• Smaller projects to a total of £50,000 of the £1m will be delegated to the Assistant Director Policy Partnerships and Communities in consultation with the Lead Executive Member for Carbon Reduction

Reasons for the decision:

The Medium Term Financial Strategy agreed by County Council in February 2021 included a £1m carbon reduction pump priming fund. County Council also agreed that decisions regarding a scheme for accessing the provision is delegated to the Chief Executive in consultation with the Lead Executive Member for Carbon Reduction and the Executive Member for Finance.

The fund seeks to assist in the aspiration to reach net carbon neutrality by 2030. The budget report recognised that this sum alone will be insufficient to fund delivery of all actions but it can be used to progress plans to detailed business cases which will assess the carbon reduction impacts and the costs (including tonnes of carbon saved per £ invested).

Alternative options considered:

None.
