Purpose:

To seek approval for the procurement of a new contract for the provision of the Adult Carer Service and Young Carers support and advice to commence 1 July 2022.

Decision:

To approve an open procurement procedure combining the Adult Carers and Young Carers support service into one contractual mechanism.

Reasons for the decision:

There are currently eight contractual arrangements supporting Young Carers and Adult Carers across North Yorkshire. It is being proposed to combine the Adult carers and Young Carers contract into one contractual mechanism to ensure a consistent approach to carers support. This could be delivered in the form of a single provider/consortia operating in all areas of North Yorkshire or for different providers/consortia delivering on a locality footprint.

Alternative options considered:

The establishment of an in-house service that would be required across the county would be significant and require large-scale recruitment for NYCC to be able to provide a service of similar scale and quality. This would also have a significant financial impacts and could result in poorer value for money.

Continuing with the existing separate contracting arrangements for adults and childrens carers services would make it more difficult to achieve the outcome of a consistent approach to carers support across the age ranges.
