Approval to submit application to the Home Office for funding

Decision:

Approval to submit a bid to the Home Office for Asset Recovery Incentivisation Scheme (ARIS) Top Slice funding for core capability, to deliver a Yorkshire and Humber Regional Doorstep Crime Investigations Team to be hosted at North Yorkshire Trading Standards. Funding is sought for a three year period to deliver investigations, prosecutions and asset recovery proceedings in relation to Organised Crime Groups engaged in this offending.

As Urgency Procedures applied this decision is NOT open to call-in.

Reasons for the decision:

Support for this proposal has been given to build on the success of the existing North Yorkshire based Multi-Agency Safeguarding Team, Operation Gauntlet, currently delivering an equivalent service solely to North Yorkshire. Due to the nature of the offenders from Organised Crime Groups engaged in this area of offending, North Yorkshire vulnerable residents are targeted by suspects based outside of North Yorkshire and resident within the Yorkshire and Humber region. Effective disruption of such offenders will therefore produce direct benefits to North Yorkshire vulnerable residents

Alternative options considered:

• Continuing to deliver a North Yorkshire only team and prosecute offenders from across the region without any financial support from partners
• Referral of cases to the four forces in the region, or the Regional Organised Crime Unit
• Referral of cases to TS Regional Tasking Group / National Tasking Group
