Purpose:

To approve the procurement of Universal Youth Services

Decision:

That the Authority carry out an Open Procurement process under the Light-Touch Regime for the re-tendering of Universal Youth Services. The estimated contract value will be in the region of £1.5 million over a proposed 8-year duration.

Reasons for the decision:

The tender exercise will be a re-procurement of the existing provision that was originally procured in 2017 and was extended, as per the contract terms and conditions, for a further two years until 31 August 2022 in 2020.

Statutory guidance states that under section 507B of the Education Act 1996, every local authority in England must “so far as reasonably practicable, secure for qualifying young persons…access to sufficient educational and leisure-time activities which are for the improvement of their wellbeing” therefore the Authority commissions Voluntary and Direct Funded Youth clubs across the County.
