Purpose:
To seek approval from the Director of
Strategic Resources to proceed with the procurement of Insurance
for the new council from 1st April 2023.
Decision:
Proceed with a tender via the YPO Insurance
Placement 978 Framework to procure replacement insurance and
associated claims handling provisions for the County Council and
the seven District Councils who will form the new Council from 1st
April 2023.
Reasons for the decision:
NYCC have a Broker contract in place that was
arranged via the YPO Insurance Brokerage 964 Framework. Therefore
the recommended route to market is to use the associated YPO 978
Insurance Placement Framework to use YPO’s expertise along
with that of the appointed Broker to run a further competition
process
Alternative options considered:
The CCS RM6138 Insurances Services 3 DPS was
considered and discounted due to the restricted access to this DPS.
As the Broker was not appointed via this DPS then we would not have
access to the most competitive prices CCS has to offer from their
key insurers.
An open tender was considered but from previous experience,
establishing T&Cs that the insurers will agree to is
difficult/complex, whereas when using a framework these are more
standard and are already agreed and established with
insurers.
