Purpose:

To seek approval from the Assistant Director of Technology and Change Management for the re-procurement of the Authority’s Door Access and Security System

Decision:

The Assistant Director, Technology and Change has approved the direct award for the Door and Security Access System to the incumbent Supplier, Softcat Plc, through the KCS Software Products and Associated Services Framework in order to utilise Access IT Data Limited as part of their supply chain.

The value of the contract is estimated to be up to £751,406.25 however the number of installations and support required is variable and may be impacted by LGR.

The duration of the contract shall be for an initial term of 2 years, with the option to extend (2 x 12 months). The potential maximum term is 4 years.

Reasons for the decision:

The Council’s existing contract is due to expire 31st August 2022, and a new contract is required to ensure continuation of the door access control system for sites across North Yorkshire as well as maintenance and repairs of the hardware required to run the software.

Alternative options considered:

Other routes to market were considered however due to the cost of replacing the current hardware should the supplier change, utilising the KCS Software Products and Associated Services Framework to remain with the incumbent supplier was identified as the best value option at this time whilst a strategic piece of work is undertaken around rationalising a number of systems and hardware at sites across the Boroughs and Districts as a result of LGR.
