Purpose:

To seek approval from the Corporate Director, Strategic Resources for the procurement of a Management Information System (MIS) and Financial Accounting System (FAS) framework for Schools

Decision:

The Authority is to carry out a new procurement process to put a MIS & FAS framework in place to start when the existing one expires at the end of March 2023; the preferred model of delivery is a 4 year multiple lot and multiple supplier framework from which Schools and Academies will be able to run mini competitions at pre-determined rates.

Reasons for the decision:

This is a compliant route to market and we have the benefits of previous experience with this framework so the specification is already established.

There is the opportunity to make this framework even more successful than the previous one based on lessons learned. There is also the opportunity to maintain good relationships with existing customers by offering them a flexible service with competitive pricing

Alternative options considered:

There are other options available in the market that were highlighted by the potential suppliers who took part in the RFI process as they described the other routes to market for the services they offer.

CCS have the RM6103 Education Technology Framework

KCS run a framework titled “Education Management Systems”

Plus there is the relatively new “Everything ICT” framework

These options are all open for schools to use if they are happy to manage the process themselves whereas the framework we currently offer, and are aiming to renew, offers the school a service and can be seen as a managed service for schools.
