Purpose:

New Framework for electricity supply (for corporate properties, schools and District Councils as part of LGR)

Decision:

To award the electricity supply contract to EDF Energy Limited via the CCS RM6011 framework, for the supply of electricity for the Council’s corporate functions, including street lighting and illuminated street furniture, and traded services to school & academy portfolios for the new council from 01 April 2023. The replacement supply contract will encompass the existing NYCC meter points and the meter points from the seven boroughs and districts, which will be brought into the new supply contract as their existing contracts complete. The precise bundles as to the makeup of the supply are still to be determined.

Reasons for the decision:

The current NYCC electricity supply contract is with nPower (now part of the E.ON UK group), provided via an energy brokerage framework contract with YPO, which expires on the 31st March 2023.

The decision has been made to enable the new electricity supply contract to be in place to commence from the 01 April 2023 – for the supply of electricity for the Council’s corporate functions, including street lighting and illuminated street furniture, and traded services to school & academy portfolios for the new council from 01 April 2023. The replacement supply contract will encompass the existing NYCC meter points and the meter points from the seven boroughs and districts, which will be brought into the new supply contract as their existing contracts complete.

With the decision made to ensure continuity of electricity supply on contracted rates for vesting day onwards for the new council to award the electricity supply contract to EDF Energy Limited via the CCS RM6011 framework.

The decision has been made following a review of all options under a Gateway process to ensure continuity of electricity supply on contracted rates for vesting day onwards for the new council, the Gateway process has taken into account a review of routes to market and consideration of the current situation / volatility within the market.
