Following a further competition procurement
through CCS Framework RM3745, the decision has been taken to award
the AWRP Technical and Planning Advisor contract to the successful
tenderer.
The initial contract duration is 3 years, with two possible 1 year
extensions available (total 5 years).
The waste team carried out a further
competition exercise for provision of external technical and
planning advice for the long term waste ppp contract with Amey.
This advice is required as the team does not have the necessary
skillset to carry out this function (such as advising on technical
options, planning/s106 work packages, and reviewing changes in
legislation and impacts on the Contract).
In-House: This was discounted for a variety of
reasons including lacking the necessary skills, capacity and
budget, but also the variable demand, it being a core service for
an external provider, and the independent nature of the
advisor.
Other Frameworks: Failed to realise the necessary procurement
objectives
Direct Award: This was not a possibility as it failed to meet one
of the procurement objectives to seek a competitive and compliant
process that could secure a longer term and stable contractual
arrangement for the Council.
Open Procurement: Lengthy procurement cycle time and increased
resource required, and an unnecessary duplication of activity when
a suitable framework was available.
