Purpose:
To seek approval for increased capital funding
from 2022/23 NYCC Kex Gill allocation by up to £1.4m, reduce
the 2023/24 NYCC contribution by the same and accepting the
expenditure at risk pending receipt of the Department for Transport
(DfT) grant.
Decision:
the Executive Member for Highways &
Transportation resolved that the capital funding from 2022/23 NYCC
Kex Gill allocation be increased by up to £1.4m, and the
2023/24 NYCC contribution be reduced by the same, accepting the
expenditure was at risk pending receipt of the Department for
Transport (DfT) grant.
Exempt from call-in as decision taken under Urgency
Procedures.
Reasons for the decision:
Intervention against delayed DfT Full Business
Case announcement to keep project programme on track and meet
critical early New Year ecology working window.
Alternative options considered:
Defer target programme to September 2023, the
next available ecology working window, however rejected as
implicates whole project delay by a further 9 months, with
applicable cost penalties to the fore.
