Intervention against delayed DfT Full Business Case announcement to keep project programme on track and meet critical early New Year ecology working window.
Defer target programme to September 2023, the next available ecology working window, however rejected as implicates whole project delay by a further 9 months, with applicable cost penalties to the fore.
