Purpose:

To authorise the acceptance of an offer for external funding from the Public Sector Heat Decarbonisation Scheme Phase 3b.

Decision:

To authorise the Corporate Director - Strategic Resources to accept the Public Sector Decarbonisation Fund Phase 3b (PSHDS3b) grant, following confirmation that NYCC’s application has been successful.

This funding stream is being made available by Government department Business Energy and Industrial Strategy to assist the decarbonising public sector properties heating. This particular phase is aimed at assisting the removal of end of life gas and oil boilers to be replaced by lower carbon technologies such as heat pumps.

Reasons for the decision:

Following successful confirmation of NYCC’s grant application to the Public Sector Decarbonisation Fund Phase 3b a decision has been made to accept the grant of £398,420, to undertake the installation of low carbon heating (Air Source Heat Pumps) in four corporate properties. The corporate properties have been identified on the basis of their current levels of energy utilisation and carbon emissions and the ease of installations of proposed technologies. The work will be undertaken between the date of acceptance of the offer and the 31st March 2024 in line with the grant T&Cs.

Applicants are expected to contribute to the costs of the project what would have been spent on a like for like replacement of a gas/oil boiler, therefore the county council contribution is expected to be £234,992 from the Property service budget.

The application to submit an application for the Public Sector Decarbonisation Fund Phase 3b was a Key Decision and entered on the Forward Plan in June 2022, with a Decision made to submit the application on the 16th September 2022. The acceptance of the grant was entered on the Forward Plan on the 14th March 2023 as soon as the grant offer letter was received with this requesting urgency and call in exception as the grant funding offer letter needs to be signed within 10 business days from the date of the letter or the grant funding will expire.
