Purpose:

Approval for the award of a contract in accordance with procurement regulations.

Decision:

The approval for the award of a contract to Civica UK Limited for an income management and card payment system for North Yorkshire Council through CCS Framework RM3821 Data and Application Solutions.

The contract will be a three-year term with no options to extend.

Reasons for the decision:

Prior to Local Government Reorganisation in North Yorkshire, each former council had their own income management and card payment solution, with this arrangement continuing into the new authority. Three of these contracts end in 2023 and North Yorkshire Council are taking the opportunity to rationalise and align as many of the existing contracts as possible. Five of the former councils were supplied by Civica UK and these contracts can be rationalised down to one new contract. One new Civica contract that enables the outstanding contracts to migrate over the term represents the best value solution for the authority in the short to medium term.

The contract term enables all contracts (and each individual system occurrence) to co-terminate on the same end date so that only one contract and one system occurrence needs to be taken forward from that date. The new contract will also offer additional benefits such as greater contract management improvements and pooled transaction allowances.

Alternative options considered:

The service cannot be provided in-house.

An Open Procurement would have required significantly longer timescales and resources than was available, particularly due to resourcing pressures of local government reorganisation. A compliant public procurement framework is available.
