Purpose:

To authorise a grant application to the Phase 4 Public Sector Low Carbon Skills Fund

Decision:

To authorise the submission of an application for external funding from the Public Sector Low Carbon Skills Fund Phase 4.

The funding was announced on the 28th March 2023 with the application portal opening on the 26th April 2023 – with applications needing to be submitted as soon as the portal opens on the 26th April 2023 as it will be based on first come first received basis and will close once oversubscribed.

As a result urgency was required around the Decision as they was not 28 calendar days prior to the grant application decision being required to be made, call in exception around the decision has also been gained.

Reasons for the decision:

A decision has been made to submit a grant application to the Public Sector Low Carbon Skills Fund Phase 4, to undertake a mixture of Heat decarbonisation plan(s) and detailed designs for 27 Corporate sites (Heat decarbonisation plans for 18 Leisure Centres and 3 Community Centres, detailed designs for 4 Highway Depots, 2 Childrens Residential Centres). To prepare for heat decarbonisation and energy efficiency works to enable a whole building approach to decarbonisation.

Should the application be successful the work will be undertaken between the date of acceptance of the offer and the 28th March 2024 in line with the grant T&Cs.
