Purpose:

To propose that the Executive Member for Highways and Transportation in consultation with the Corporate Director - Business and Environmental Services, the Corporate Director - Strategic Resources and the Assistant Chief Executive (Legal and Democratic Services) agrees that the Council submits an expression of interest to the Department for Transport highlighting how the Council would spend up to £4,880,000 capital and £405,080 revenue indicatively allocated funding associated with the LEVI Capital Fund.

Decision:

To submit an expression of interest and proforma to the Local Electric Vehicle Infrastructure (LEVI) Capital and Capability funds respectively.

Reasons for the decision:

Submitting an Expression of Interest to the LEVI Capital Fund to receive £4.88m will, if successful, enable NYC to support delivery of electric vehicle (EV) infrastructure contributing toward its decarbonisation ambitions and reduces the resource requirements for the Authority. Additionally, submitting a proforma for the LEVI Capability Fund with an indicative allocation of £405,080 will enable us to pay for the resource required to deliver those EVCPs without burdening existing budgets.

Alternative options considered:

Alternative options have been considered and consulted on (internally and with the LEVI Support Body) throughout the EOI and proforma development and the final recommendation is a result of the feedback received from those key stakeholders and the experience of officers.
The option not to submit an expression of interest and not seek further LEVI funding was ruled out on the basis of forecast costs for delivery of the network required across North Yorkshire.
