Purpose:

To approve the draft Annual Accountability Statement for submission to the Department of Education by the 31 May deadline.

The Accountability Agreement, which is split into two parts (the Agreement itself in part 1 and the Annual Accountability Statement in part 2) sets out expectations and what education providers will deliver, in return for DfE funding. The Annual Accountability Statement details outcome targets and is a requirement of the DFE funding (£3.1 million).

Due to the tight timescale it is intended that the Executive Member for Education, Learning and Skills authorise the submission of the draft Statement, under powers in the Executive Members’ Delegation Scheme after consultation with the Corporate Director – Children and Young People’s Service, as it is not practicable to refer it to the Executive for determination.

The approval of the final Statement will be considered by the full Executive before the 31 July deadline.

Decision:

approval to submit the draft accountability statement, relating to Adult Education Budget spend, to the Department for Education by the 31 May 2023 deadline

Reasons for the decision:

For the service to continue to meet its funding obligations to ESFA the council must publish a draft accountability statement by 31 May with a final version by 31 July
In line with wider council charges policy the council must uplift charges in line with inflation
