To request approval to consult early
years’ providers, mainstream schools and academies and
special schools and academies within North Yorkshire on early
years’, mainstream school and special school funding
proposals for the 2024/25 financial year.
In addition, to request approval to consult early years’
providers, if required, on any proposed changes to the early
years’ provider funding rates for the 2023/24 financial year
as a result of the provision of additional funding from the DfE for
September 2023, as announced in the Spring 2023 Budget.
CYPS Executive Members, in conjunction with
the Corporate Director – CYPS are asked to provide approval
for consultations to be undertaken as follows: a. With mainstream
schools and academies within North Yorkshire on:
• The level of the Minimum Funding Guarantee (MFG) for
2024/25
• The methodology for the allocation to school budgets of any
surplus funding available after the application of the National
Funding Formula (NFF) factor values in the North Yorkshire school
funding formula for 2024/25
• The methodology for the management of any funding shortfall
in the event of the 2024/25 DSG Schools Block funding allocation
being insufficient to fund the North Yorkshire school funding
formula based on NFF factor values for the 2024/25 financial
year.
b. With special schools and academies within North Yorkshire on:

for 2024/25, in the event of the funding level increase not being
prescribed by the DfE.
c. With early years providers within North Yorkshire on:
• The early years provider base funding rates for 3 and
4-year-olds (universal and extended entitlement) and disadvantaged
2-year-olds for September 2023, in the event of the funding level
increase not being prescribed by the DfE.
• The early years provider base funding rates for 3 and
4-year-olds (universal and extended entitlement), 2-year-olds
(disadvantaged and working parents) and 9-month-olds of working
parents (from September 2024) for 2024/25
• Any other funding consultation deemed to be required as a
result of the expansion of early years funded provision during the
2024/25 financial year
It is anticipated that the Department for
Education (DfE) will provide information later in July 2023 on
indicative funding levels and funding formula changes for the DSG
Schools Block, High Needs Block and Central School Services Block
for 2024/24.
The DfE have also indicated that details of the funding increase
for early years provision for 3 and 4-year-olds (universal and
extended entitlement) and disadvantaged 2-yearolds for September
2023, as announced in the Spring 2023 Budget, will be published
before the summer break.
It is envisaged that similar indicative DSG funding information
will be provided for the 2024/25 Early Years Block in late Autumn
2022. The determination of budgets from the DSG funding sources for
mainstream schools, special schools and early years’
providers require local decisions, and associated consultation, to
be undertaken on the funding formula elements in respect of the
level of the MFG and early years’ provider base funding
rates
