Decision:

To appoint North Yorkshire Councillor David Hugill to the North York Moors National Park Authority (NYMNPA) to fill the existing Conservative vacancy, for the period through to the next meeting of full Council on 15 November 2023. At that meeting, full Council will then re-consider the appointment to the vacant seat on the NYMNPA.

Reasons for the decision:

To facilitate the efficient administration of Council and NYMNPA business.

It is known that the NYMNPA have a number of forthcoming decisions that need to be made. In order that Councillor David Hugill can participate in decision making, the Executive, at its meeting on 17 October 2023, resolved to recommend to the Chief Executive Officer that, using his emergency powers, he appoint Councillor David Hugill (recently elected to the Hutton Rudby and Osmotherley Electoral Division) to the North York Moors National Park Authority, to fill the existing Conservative vacancy for the period through to the next meeting of full Council on 15 November 2023.

At that meeting, full Council can then re-consider the appointment to the vacant seat on the NYMNPA.

Alternative options considered:

The other alternative is not to appoint a member of North Yorkshire Council to the North York Moors National Park Authority, however this would not assist in the efficient administration of business for the Council or NYMNPA
