Purpose:

The purpose of the report is for the Assistant Director Technology to re-procure the councils existing Geographic Information System (GIS) solution.
The system enables the councils to create, manage analyse and map all types of data. An element of the system is customer facing and used by members of the public.

Decision:

To direct award the contract for a GIS system for a period of three years to ESRI (UK) Ltd via the CCS VAS- Vertical Application Solution – Lot 3 (GIS).

Reasons for the decision:

To ensure North Yorkshire Council remains “safe and legal” in the compliance of ESRI software.
To provide GIS licenses and support to current users, ensuring business continuity.
To provide scope and flexibility of licenses, allowing North Yorkshire Council to consolidate systems, processes and services, test GIS strategies and evaluate future requirements.
To consolidate the GIS licensing across all former districts & boroughs under a single Enterprise Agreement which provides unlimited licenses across the whole district for a lesser fee than that previously charged for separate licenses.

Alternative options considered:

Alternative options not considered as delay due to LGR meant the appropriate level of research and development to identify NYC long term needs could not be met within the timescale.
This now represents an opportunity for the future GIS needs being fully understood and secured.
Thus, this procurement is phase one of a longer-term project ID 4405 (Phase 1)
4405 GIS Phase 2 (Nov 2023 – Feb 2024) is to fully explore alternative options once NYC have established full requirements.
4405 GIS Phase 3 (Jan- Mar 2024)
