To seek approval for procurement for the
interim supply of wheeled waste bins.
To progress with an interim solution for
purchasing new household bins using the Eastern Shires Purchasing
Organisation’s (ESPO) Framework to call off stock that is
needed prior to a full procurement exercise for bins from 1 April
2024
Currently there is no live procurement route
for the purchase of containers (Bins) for residents to match the
demand that is required.
The previous Harrogate District was going through a service change
converting boxes that contain mixed cans, glass, and plastic to
240ltr bins. There are benefits to this including additional
capacity for residents to recycle, and to reduce the intensive
manual handling for the crews. Around £720,000 capital
expenditure was agreed for the continuation of the project.
In addition, previous districts are using what current stock they
have available, but it has been highlighted that there will be a
requirement for natural replacements and the high number of new
properties that have become occupied in the last 12 months or
so.
A Full procurement exercise is currently being taken for the supply
of containers, for requirements after 1 April 2024.
Wait until the full procurement has been
awarded for containers after 1st April 2024, this was not a valid
option due to:
• Harrogate conversion project and a key window of opportunity
with no Garden Waste collections for 12 weeks.
• The need for bins, and no suitable stock to fulfil the
requirement.
