Purpose:

To identify how the provision of Highway Engineering Design and Consultancy services will be provided to North Yorkshire Council from 1 April 2024 as the current contract comes to an end on 31 March 2024.
The report was provided in two stages; Stage 1 detailed six potential options, and it was recommended that two options be considered further (options 2 and 3). Stage 2 reviewed these options in more detail and provided a final recommendation for the new arrangement for these services.
The decision required is approval for option 3, Align Property Partners to provide the core services from 1 April 2024, supporting the Council’s in-house design team, with specialist services provided through an existing external multi-supplier framework.

Decision:

To approve the transfer of the Council’s engineering design and consultancy services to Align Property Services for the provision of core services, to top up the existing in-house design provision and the use of an external multi-consultant framework for specialist services from 01 April 2024.

Reasons for the decision:

The consultancy service provides a top-up to the Council’s in-house design provision.
