To seek approval to proceed with detailed design and delivery of a number of projects within the final package.

To proceed with proposed improvement projects and commence design, consultation and implementation.

It was noted that officers present a further report to the Area Constituency Committee in Spring 2024 with an updated timetable for delivery/implementation and to comment on any further projects as per section 2.2 of the report.

To achieve the objectives outlined in the National Productivity Investment Fund (NPIF) along the Otley Road Corridor and to implement projects to support sustainable travel in the wider West of Harrogate area

A previous proposal for the NPIF project was to install phase two of a cycleway between Cold Bath Road junction of Otley Road and Beech Grove junction. As outlined in sections 3.2 and 3.3 a decision was made by BES Executive Members on 10.02.23 not to proceed with this scheme following a consultation and feedback from the local community.

In the Harrogate and Knaresborough ACC report of 14.09.23 one of the proposals included a potential upgrade and improvement to Nursery Lane which is currently a Public Right of Way to see if this could be made into a cycleway to improve off-road facilities. This was not seen as beneficial by feedback from both local members and the wider community and so has been removed from the proposed package. An alternative scheme has been proposed in its place as item 10 on Appendix B.

Alternative projects were considered as part of this package but have been ruled out due to links with developments through West of Harrogate or that they would be considered in future years. This is outlined in Appendix C.
