Purpose:

To seek agreement for the procurement of S278 works on behalf of the Council's Children and Young People's Service through the council's arm length contractor North Yorkshire Highways (NYH) via a direct award.

Decision:

Approval for the procurement of offsite construction works for the Selby SEN School scheme on behalf of the Children and Young People’s Service through a direct award to North Yorkshire Highways (NYH), as set out in section 3 of the report.

Reasons for the decision:

A direct award to North Yorkshire Highways offers a quick and effective route to procurement and gives the council the most amount of control over cost and quality compares to alternative procurement options.

Alternative options considered:

Alternative procurement options were considered and rejected:
-The Planing and Surfacing Framework is not a suitable option for this project due to the amount of new build civil engineering works required.
-YOR civils framework has been considered and rejected due to experience from other construction projects that have been hit by numerous compensation events with escalating costs.
-Using contractors from the open market has significant associated risks, due to procurement taking place before a planning decision is granted. This could result in increased pricing to cover the risk, or a limited number of tenders received.
