Decision details

Procurement of Suppliers for the Acceptance and Processing of Garden Waste

Decision Maker: Corporate Director of Environment

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

To seek approval for a procurement to be undertaken to establish new contracts.
The report will outline the requirements to procure new green waste processing points for Craven, Ryedale, Scarborough and Selby localities. The existing contracts are due to expire within the next 12 months for Ryedale, Scarborough and Selby localities, so a procurement is required to establish new contracts from 1 June 2024. Craven green waste is currently processed by Yorwaste, as part of the Teckal Services Contract. However, Yorwaste have been unable to source processing points within Craven locality, so the green waste is bulked up and transported to Harewood Whin (Rufforth, York) or Tancred (Catterick Bridge).

Decision:

Approval for the procurement of suppliers for the acceptance and processing of garden waste in Craven, Ryedale, Scarborough and Selby localities.
[Part exemption by virtue of paragraph 3 of Part 1 of schedule 12A of the Local Government Act 1972]

Reasons for the decision:

To approve the procurement of suppliers for the acceptance and processing of garden waste to provide disposal points for the garden waste collected.

Alternative options considered:

The option of delivering all garden waste to Yorwaste through the Teckal Services Contract has been explored. This was rejected as additional vehicles, and employment of drivers and loaders due to the additional distances between the end of the collection rounds and delivery points.
