Purpose:

The purpose of this report is to gain approval to tender for contractors to develop a site at Church Close Sharow for Council owned Social Housing.
The tender will include -
•Facilitating works – to include but not limited to ground works, diversion of services, security and fencing, site clearance
•Sub structure and super structure works
•Internal finishes including fittings furnishings and equipment
•Services
•External works
•Any necessary approvals – LABC, building Regulations, discharge of planning conditions etc
•Provision of a handover pack

The annual budget allowance for this work is £375,000
The contract will likely be for around 1 year although extensions will be given if the build process takes longer than anticipated.

Reasons for the decision:

The development of this council owned former garage site will provide 2 much needed social rented homes in the Sharow area. The development consists of 2 x 1 bed flats and will achieve a EPC B rating.

This site benefits from both Homes England grant funding and LRF (land release funding). Start on site was achieved on the 10th of March to facilitate the funding requirements of both HE and the LRF. It is a further requirement of the grant that the site is developed out by March 2025. In order to meet this deadline it is necessary to procure an external contractor to undertake the development.

The budget for the sites is approved and under the Council current capital programme as outlined in the Application for Homes England Investment Partner Status and Associated Affordable Housing Programme 2021-26 Bid.
