Decision:

Approval granted to procure an external contractor to undertake development works at Woodfield Close, Harrogate.
A budget of £375k has been attributed to this scheme.

Reasons for the decision:

The development of this council owned former garage site will provide 2 flats for temporary accommodation for rough sleepers for the homeless team. The 2 x 1 bed flats will achieve a EPC B rating and will assist in tidying up and underused garage site.

This site benefits from both Homes England grant funding and LRF (land release funding). Start on site was achieved in January 2023 to facilitate the funding requirements of both HE and the LRF. It is a further requirement of the grant that the site is developed out by March 2025. In order to meet this deadline it is necessary to procure an external contractor to undertake the development. Due to the delays with the site the grant from HE has been reduced by £3k, there fore in order to ensure no further grant is lost it is important to continue works on the site to meet the deadlines provided by the funders.

The budget for the sites is approved and under the Council current capital programme as outlined in the Application for Homes England Investment Partner Status and Associated Affordable Housing Programme 2021-26 Bid.
