Purpose:

The purpose of this report is to gain approval to tender for contractors to develop a site at Robert Street, Harrogate for shared ownership housing.
The tender will include -
•Facilitating works – to include but not limited to security and fencing and demolition
•Super structure works
•Internal finishes including fittings furnishings and equipment
•Services
•External works
•Any necessary approvals – LABC, building Regulations, discharge of planning conditions etc
•Provision of a handover pack

The annual budget allowance for this work is £400,000
The contract will likely be for around 1 year although extensions will be given if the build process takes longer than anticipated.

Decision:

Approval granted to procure an external contractor to undertake conversion works at Cavendish House, Robert Street, Harrogate.

A budget of £400k has been attributed to this scheme.

Reasons for the decision:

Robert Street is a former Council owned hostel. The development proposals are for 6 s flats, will deliver much-needed apartments for affordable sale (shared ownership) from a long-term empty property, sustainably located within Harrogate Town centre. The building was utilised previously as temporary accommodation for single homeless households, however it is no longer fit for purpose and does not meet the needs of this client group (Fern House, a new facility for the same client group, has been completed at Spa Lane).

The building has been empty since November 2021.

This site is technically difficult due to it being a conversion. Whilst normally the internal development team would undertake such works they have requested that on this occasion that the works are completed externally. This will enable us to procure a specialist conversion company to undertake the development works.

The budget for the sites is approved and under the Council current capital programme as outlined in the Application for Homes England Investment Partner Status and Associated Affordable Housing Programme 2021-26 Bid.

Funding bids will be submitted to HE once the site starts to progress. The site is also subject to BHF (brownfield housing fund) application to secure further funding on the scheme. The outcome of this bid has not yet been determined.
