Purpose:

To apprise on the financial out turn of the Civil Parking Enforcement surplus income following completion of the approved two year investment period 2022/23 and request approval for the use of the surplus over the next three year period.

Decision:

The financial position of the CPE service as shown in Appendix A of the report is noted and funding is approved for the Highways and Transportation services and projects as set out in Appendix B of the report. An inclusion of an annual review is to be presented in respect to the financial position over the 3 year period.

Reasons for the decision:

The CPE Surplus is an essential source of income arising from proportionate enforcement of the network to support the Council in meeting its statutory duty of reducing congestion delay and improving road safety. The surplus income is ringfenced, as set out in the report at section 10.0 Legal Implications, therefore the income must be reinvested into the service area.

Alternative options considered:

Following a review of existing projects for continued CPE funding, no alternative options have been considered per se, but a number of new projects have been identified. These include TRO Digitisation and the provision of operational equipment for civil parking enforcement activities
