Resilience surveys to JBA Consulting across North Yorkshire up to a
value of £500,000.
To deliver Property Flood Resilience, CIRIA
code of practice for Property Flood Resilience must be followed.
Standard 2 of the code of practice: property survey has previously
been delivered successfully by JBA Consulting for previous Flood
Risk Management schemes.
Flood Risk Management have committed to a programme of projects
across North Yorkshire. Due to the nature of the schemes, several
include Property Flood Resilience. Flooding can be a highly
sensitive topic in some communities, it is essential as part of the
delivery of schemes that any officers that are working within these
communities are able to build up a good and approachable reputation
and be open to conversations with residents.
This procurement is to enable the delivery of PFR surveys across
North Yorkshire with already committed and future schemes.
The procurement requirement is bespoke with
only a few companies offering Property Surveys in line with CIRIA
code of practice for Property Flood Resilience. This reduces the
availability of who can complete these.
Previously other companies have been approached that are higher
price for less work provided i.e., JBA Consulting have previously
provided additional works within the package required that have
proven beneficial to scheme delivery.
The Environment Agency PFR framework was considered however due to
a higher price per property and a limited choice on suppliers
available for North Yorkshire.
It is vital we can keep good open communications with residents to
allow for greater success in delivering schemes in sensitive
communities. Having previously used JBA consulting this is
confirmed that they can do this and are very capable.
The projects programmed have been reviewed and whilst there will be
limited direct value for money as the cost per property remains the
same regardless of number of properties surveyed there are indirect
benefits. These include but not limited to, consistent
communication and good engagement with residents and officer time
to setup contracts and secure suitable suppliers.
