Enables the County Council to comply with its duty under Section 41
of the Highways Act 1980 to maintain those highways within the
County which are recorded as ‘maintainable at public

To utilise The SCAPE National Civil Engineering Framework (SNCEF).
The advantage of using SNCEF is that construction projects
delivered through SNCEF have been market tested and core staff and
site set up costs, overheads and profits are fixed for the
framework term. The remainder of costs are open book and the supply
chain managed, therefore Scape contracts deliver locked-in value
with competitive tendering.
